Senior Programme Manager Prizes and Awards and Member of the Advisory Board


Treasure Earth is pleased to announce the appointment of Fiona Wilson as Senior Programme Manager Prizes and Awards and Member of the Advisory Board effective 10 August 2020.  A results-orientated leader with a strong track record of delivery in the public sector she excels in leadership, programme and project management, strategic analysis, people management and communications including relationship building and influencing skills. She combines the ability to manage large scale projects with budgets up to 3 £billion with a broad portfolio of work leading change and teams of up to 80 staff to achieve challenging goals.

She is currently Deputy Director for Change at the Regulator – the Security Industry Authority leading on creation of SIA’s corporate plan for 2020-2023. Reporting directly to the CEO, she is responsible for all change activity with current focus on agile and development of empowered culture to introduce innovation. She has consistently achieved the highest team satisfaction ratings in staff surveys with a consistent top score in 360 degree feedback.

Prior to that she was deputy Director at the Department of Transport DfT where she managed a budget of £3 billion and held two posts in the HS2 programme, firstly leading on finance with responsibility for developing a plan for 2015 spending review and secondly with responsibility for providing policy and investment advice to Roads Minister and Secretary of State as lead sponsor to Highways Agency (now Highways England); engaging with stakeholders and where she obtained the first long term funding deal of £18bn for Highways Agency from Treasury.

Prior to that as Programme Manager at the DVLA responsible for the Strategy and Feasibility Programme and delivery of the Agency’s strategy, she was also group leader on Commercial strategy and Organisational change and in charge of  Corporate and business planning. As also Marketing and Commercial Group Leader she developed and implemented a commercial strategy which was commended by Treasury as the most innovative in the civil service and as Corporate Planning Officer she was responsible for producing the Annual Report and Accounts, which won an award and was used to demonstrate the Agency’s achievements to senior stakeholders.

Fiona started her career as Constituency Secretary for an MP and as Research Assistant at the University of Liverpool before moving on to become Portfolio Manager at the National Assembly of Wales.
